Repeat Breaker Trips

Could be either, and the difference matters. A GFCI that refuses to reset is sometimes a worn out device, which is common after fifteen or twenty years, and sometimes it is a genuine ground fault downstream that the device is correctly refusing to ignore. Why The Same Problem Keeps Coming Back
A repair that does not hold was usually a repair aimed at the wrong thing.
